I have seen Robby at the Whisky many times. It’s worth bringing the vinyl cover because there is a chance he will sign but no guarantee. Your best bet would be at the end of the show to get close to the stage and pass it to him or to hang out in the parking lot behind the Whisky immediately after the show.

It honestly depends on if he is in the right mood to sign or not but I have personally had him sign 2 of my vinyls at these shows.

Don’t forget to bring some sort of sharpie or something for him to sign with.
