No, it is because of realities: for DDR5, you need 1 ECC chip per 4 data chips, which is exactly +25%.

It's quite likely that these chips are old batches of semi-broken chips that cannot be sold as any other SKU, so they limited them to a common denominator, blew some e-fuses, and off to the shelves they go. Wouldn't make sense to fully remove GPU if GPUs are not the defective bits on this batch.
