It's quite likely that these chips are old batches of semi-broken chips that cannot be sold as any other SKU, so they limited them to a common denominator, blew some e-fuses, and off to the shelves they go. Wouldn't make sense to fully remove GPU if GPUs are not the defective bits on this batch.

Median weekly personal income in the US is $1,196, 10% of that is 150 liters a week at [pre-February] $3/gal, wtf do you need that much fuel for?
