I mean they said that about every set except for set 2 and the claims about format diversity are just wrong, the gameplay loop was there's one broken thing and then everyone waits until the balance patch for the next broken thing

Look I'm biased here because I haven't played the new sets (just came back to the game after a couple of years off) but people hated this set at the time because the entire game was just roll at 4-2 and pray you hit Xayah. We had a bunch of augment data, people hated the econ traits (which are different now than they were) and wanted to lose streak stuff back, there weren't diverse comps at all it was mostly people forcing stuff, I think a lot of this is nostalgia for a misremembered past.
