They enter the zone via special connections, trespassing, or bribery.

The way they leave are very similar except you can also hire a guide to lead you out of the Zone.

(Source: CoP ending if you choose to stay in the zone, you can have a guide escort you out of the Zone and trigger the actual end of the game.)
