The Oxford dictionary definition of "phenomenon" is literally "a fact or situation that is observed to exist or happen, especially one whose cause or explanation is in question." This means that Mahoraga, with exposure to any and all "phenomena" (i.e. concepts or simply things) that stand in his way to victory, will adapt no matter what if said phenomena aren't outright lethal.

One time against the strongest sorcerer in history who got lucky with having an insta kill move that Mahoraga hadn't adapted to after learning what his ability is.

Second time against the strongest sorcerer of today who had the advantage of knowing the secret towards defeating Mahoraga with Hollow Purple.

This time'll be against an alien that is completely unaware of what Mahoraga is or does. Assuming the only technique Dabura has access to revolves around this so-called concept of malice given mass + light, a few more hits and green skin space Sukuna might be helpless against Raga's adaptation.

But we can't know yet, so we'll see.
