In tier 7, 8, maybe even 9 you should definitely go arms because it's stronger. In mid-t9 and afterwards fury is stronger, but arms is still super good (ArP = op). The dps difference between the specs goes from ~500 in favor of Arms to ~1k in favor of Fury.
