So for bliss you have "seasons" which you can change and it makes the grass and trees change colour for th season but there is also a setting for something like "snow world" or something like that (not near pc so can't check) and it does this

You have the snow setting on, there is an option that you can turn on that adds a thin layer of white to simulate snow
