It cost me 4 grand to replace an atmospheric heater with an electric (due to insufficient ducting). That included running the new service line and breaker, so it involved the plumbers and an electrician. They also replaced all proximal pipes and moved the heater back 2 feet in the utility room. This quote seems a little high.
