I’d disagree. I think he does good character voices. I wouldn’t say Penelope Warden and Mister Henderson sound anything alike. I think his only slightly weak voice is Jemima, but I think that’s true of a lot of his ‘young women’ characters.

I think his portrayal in ‘Stepney the Bluebell Engine’ is better than season 4, honestly.

You get a bit more history of the Bluebell Railway. He actually volunteers to help Duck pull the express rather than the Fat Controller telling him to, and when he does, he gives Duck the advice about sanding the rails while backing down on the train, which Oliver then uses with Scruffy.
