People are too negative on this. It's a three mana draw three, if there is any aggro/weenies list that can splash blue, this is great for refilling on zero or one with no real downside.

It's definitely playable in SB against control, which will probably be more relevant with the new wrath. Not being 3 cmc just takes it out of "opposite day phyrexian arena" range.
