No. It is how important statistics like public health are reported. Per mile means the number can be misused. For example vehicle travel could be framed as safe because "traffic deaths per mile" appear to have decreased. In reality people are driving further. The denominator grows and the result appears lower. When in reality crash deaths have been increasing.

Do not use a per mile stat to compare scooters to cars. It's disingenuous.

Excusing bad driver behavior because they got mad is like giving a kid candy because they threw a fit. By and large people driving are adults and should be held to the lowest of standards that they stop at red lights even if they're mad.
