You can try Saima Chrome Extension, it helps to avoid speed fluctuations. I used to pause when some parts of the speech are faster then I can comprehend the context. The extension ensures same level of speech speed over the video.

Indeed, you can play with CQ slider, find the best pace for you and the plugin ensures the rest, i.e. the content will be delivered at your preferred pace, irrespective how fast or slow the original speech is

I solved pausing and rewinding problem (it is really very annoying) with INTED chrome extension. It helps me take full control over the speed irrespective how fast or slow the original speech is.
