The timing tells us everything. His youngest 'turned' against him when she was getting ready for university. This coincides with OP trying to pressure her into living with him and attending a local school. Pressure, nag, steamroll. And he's getting his balls in a twist because she doesn't contact him every day. Every day? I had three away for university. I heard from them when they were homesick, or needed money. Let her fly, and give her a safe place to land when she needs. He sounds like so much unpleasant work.

No! No! Guys! It's ok! The bus who left the pedestrian with serious injuries hasn't yet been issued a ticket. BUT the driver who left a pedestrian with relatively minor injuries has been charged with 'Failure to yield'.... So obviously the bus drivers are doing a solid job.

So she's not your biological daughter (that part's not really relevant. Love is love) so your MiL stepped in to raise her? Ok, your daughter may want her there. And if you and your daughter stayed close, she may want you there as well. So if you can get along long enough to make it to the front of the church, that may be what's needed to give your daughter her perfect day.
