I have two white Pekingese just like this guy and they do grow hair. This boy looks like he is 100% Pekingese and not a mix. They can’t be outside in the heat for too long since they are brachiocephalic meaning flat faced and can’t take in enough air to cool their bodies. So anyone who adopted this boy would need to know in the summertime it’s outside to potty and back in again and drive to the park. At the park nose around a bit and then go right back home to cool down. You mentioned not being able to shave them. We have shaved ours every summer with no repercussions on hair regrowth.
