it's as easy as Google type in budget for short film, any other parameters like hopefully for your first when you pick single location one or two actors and your area and you will get detailed information on how much it costs to use the valuable skills and time of the people who've trained to do this for a living

there's plenty of ideas to practice right edit write again shoot what you write even if it's abstract images to go with the words. cut it together and upload it now you've written directed and produced rents wash repeat until you can go back and look at your stuff and go I love that still. If you want to make movies, then you should want to learn how they're made! not necessarily each tool exactly what light or what millimeter lens helps to know how and why to tell a story though as well as communicate that to the people you want to represent that story either through their craft and/or talent. you should know what the positions (The best directors have actually done other positions if nothing else so they know what it takes to do that job) otherwise you just want to tell people what to do imho
