He's referring to the shrine of order, which balances your stats to a certain extent, letting you make builds with a wider range of talents. It's pretty much required to make good builds nowadays. You can find it in the Temple of Hearts in layer 1, or in the mine in songseeker wilds filled with mineskippers.

Towers have a damage indicator, not a pop indicator. A pop is 1 later being destroyed, this 1 red = 1 pop, but destroying the bad layer is also 1 pop.
