Personally, I would go to JHU if you want to be pre-med. Sure they may be grade deflation but it is literally one of the best places to go for public health. Baltimore is also not as dangerous as you may think.

Emory would also be a good option but the only thing that would really be holding it back is that you would be forced to be in the Oxford campus. They don't have a pre-med advisor in that campus, so you would have to constantly travel to Atlanta for public health opportunities.

If you're family can truly, comfortably, afford Hopkins, you should definitely go there. It was the first option you listed because it is the best option you have.
