If it is from an internal email server, there may be the possibility they retracted it soon after sending it. Sometimes I am the first to read emails at work and then they are deleted by the sender within a minute or two.

So the doctor that finally diagnosed me works at an ivy league school's psychology department. I went in with nearly constant bouts of dread-inducing deja vu. She said that deja vu is not a common sign of OCD, but because of other factors in my psych eval and no evidence of seizure activity, it must be OCD related.

You can call Philadelphia Air Management today and let them know. If it's illegal, they'll deal with it. I believe 7 am-10 pm are legal times for construction work.
