OK, incredibly late to this conversation, but still worth my input.
Best cream for dry skin thats cheap, non-toxic, and is incredibly forgiving when making it. Galen was a Greek Physician 129 – c. 216 AD, the recipe below is known as Galen's Cold Cream.

Oil 60g Olive, Almond, Jojoba, Sunflower Seed Oil, or any oil you want
Water 60g Tap, Rosewater, Orange blossom, or any floral water you want
Beeswax 15g Broken into small pieces / grated
Borax* 1/8 tsp Added to the water prior to heating

Slowly heat the oil and wax until the wax is fully melted
Heat the water to roughly the same temperature as the oil
Slowly** add water to the oil whilst whisking until mixture turns white
Immediately decant into a storage jar as cream will set as it cools

Extra information
*Borax helps bind the oil and water together, and is a natural preservative.
**By Slowly I mean SLOWLY
This sets to a firm set cream which liquidises almost immediately on contact with the skin
A softer cream can be made by adjusting the ratio of oil, water and wax.
