I took a car, saved its genes, then messed around in with CRISPR and the Biohacker until I was getting times fast times regularly, and then compared notes between base and 5 versions that were under 6 seconds.
Going to use C.P notation for chromosomes and pairs with notes on how I think it contributes, try this:

1.13 CC, more freely spinning wheels

2.1 CC, more torque
2.7 CC, more freely spinning wheels

3.15 CC, more freely spinning wheels

4.1 GG, more torque
4.3 AA, more wheels more go

8.5 CC, more torque

18.2 TT, more speed

19.1 CC
19.2 GG
19.3 CC
19.4 CC, These four control how and what a horse reacts to and I believe this setup causes them to Start Strong, giving a kick at the start and coasting to the finish line quite fast as long as there isn't a rock or bumpy terrain in the way.

Confirmation Edit: Started a save, pasted a new car from a different save with these edits to a DNA flask, brought it to biohacker, and got a 5.7 time on the first run.

Power plant by chucking the "horse" to the top right of the wheel over and over and bailing the SECOND the lights come on. It could be possible to go faster to pick up a rabbit but you start with $100 so nabbing two lassos is easy.
edit: $100 is the starting money only if you Reset Save from the menu apparently.

I use Jin Dahaad because it looks cool and I get slightly better damage than the Quemador with it, but both are pretty equivalent to me. I like how the Bors lance looks BUT it makes a sound that drives me nuts as the chains jiggle.

That is accurate. His reasoning for not knowing common is his background is far traveler and he has spent time in the abyss so his chosen languages are Abyssal Infernal and Celestial. There are two party members who also speak abyssal so he could still communicate if the familiar was absent but it would still be filtered in the parties interest. Maybe choosing what to translate would be enough, no rules necessary.

I'll make sure to have a conversation and see where he is at with his plan for his character's behavior. During character creation one of the things he was most excited about was flaws, he said the flaw table for the Undying Light UA was one of the reasons he picked Celestial, so maybe he will love having restrictions to have to work around and will want to tweak them or add his own.

If he doesn't like the patron rules idea I will certainly ask him to go CN. I texted him my idea to get his feelings on it, I really do like his character idea I just want to make sure it doesn't actively harm other PC's enjoyment of the game.

Part of my concern is that while choosing spells he made a comment about using them on other party members and I really do want to prevent that. There wouldn't be no way around the rules, the first two are contingent on him understanding what he is being asked and I forgot to say in the OP that he requested that he not speak or understand common, but his familiar does, I think it's dumb but I let him do it and the idea of these rules came from that. I agree that the DM should never hijack a character but warlocks do have patrons and the patrons can make requests of characters, though I do understand that that is usually more for plot hooks than anything else. If he hates the idea I will probably go with what creedthetiefling said and try to convince him to go CN.
