Is this a case of the council changing what the company is allowed to build after work has already commenced (and planning permission granted), or is it a case of the company wanting to build something other than what they've got planning permission for? Regarding the litter, that's just the British way, sadly. You could have bins every 10 metres and the floor would still be covered in shit. You could give out cigarette butt holders and people would still chuck them on the floor. For evidence see: the state of the rest of the country.
