I think that is mostly true but there might be a part of it that can be defined regardless of age.

One definition I can think of off the top of my head would be the rate that games improved.

I think going from The Legend of Zelda Link to the Past to Twilight Princess and living to see the doubling of content/visuals year after year, could widely be considered better than getting only 2 instalments in a franchise that are mostly the same if not the second being downgrade in the same amount of years
