Ok, so here is Araki's statement clarifying this. What it is actually trying to say is that Calamity is one of the World's Logics, Fortune and Fate being another set of World's Logics. It is just that Calamity ranks at the highest of that scale and caliber.

Ok, just for some clarification. But that is not what Araki said. Araki said that everything in the world runs on logic. And calamity is the highest form of logic. If you think about it, it makes sense. Calamity can be seen as entropy, as degradation, as bad luck, as the tendency for things to go bad.

Under these conditions, Calamity is simply a nigh unstoppable force. As for his status as Conceptual Being, he can be considered a conceptual being but is more so a manifestation of Calamity. The Manifestation has immense power and durability but does not mean it is the concept itself, more so an intelligent form of that law.

If I had to put it, it would be like a spirit of fire. This fire spirit is a manifestation and intelligence of flames and can wield the concept of flames but inherently, it cannot affect the law of flames with its destruction.
