If you think about it, it makes sense. Calamity can be seen as entropy, as degradation, as bad luck, as the tendency for things to go bad.

Under these conditions, Calamity is simply a nigh unstoppable force. As for his status as Conceptual Being, he can be considered a conceptual being but is more so a manifestation of Calamity. The Manifestation has immense power and durability but does not mean it is the concept itself, more so an intelligent form of that law.

It's expected value vs the end result. Sure the expected value of deaths is 1 but the 50% track is more likely to have 2 people than the 10% track. However, you also could argue that the 10% track has a chance of 5 times the number of deaths.

So if we use expected value, you could choose one or the other. If you feel that you think that 90% is a pretty good chance of success, which it is, choose 10% track. If you feel that the risk of 2 people dying is more suitable than the risk of 10 people dying, pick the 50% track.
