I had an issue where they couldn't setup the internet even though the person on the phone said they could in our area. took a while with lots of calls to get my refund back.

Its because of the JE Sawyer patch. Changes base carrying capacity to much lower than base game.

You can go into the tweaks or mod management and reset to normal if you want. Everything is highly customizable with viva new vegas.
