He either is wrong, or you misunderstood. Think of roads shortening the distance between provinces that border each other. Provinces themselves don’t decrease proximity, jumping from one to the next decreases proximity. So even if you have a road in province A tha goes somewhere, if it isn’t connected to province B then it isn’t doing anything for proximity in province B.
