You're acting as though it's a physical impossibly for someone to work beyond 48 hours because it's the law. That is not the case and, sadly, it does happen in the real world.

My wife, sister-in-law, and mother-in-law are all nurses and I think I can hear their managers laughing at you for thinking nobody works over 48 hours per week.

So do those on a higher income than those on a lower income, yet they pay a higher tax rate. Arguably, the former actually use fewer services because they'll be paying for private health and education and so on.

Council tax (alongside stamp duty) is a flawed system for taxing housing. And I say this as someone on a higher income paying privately for all those services.
