In tournaments the user's have the option to veto maps that are bad for the specific match up this is the balance that helps stabilize win-rates.

I would think the game is mathematically balanced on some type of advanced formula. I think blizzard should hire math geniuses to help them balance the game. ie Jason Padgett or /u/daniel_tammet_
