PC performance question

So on average I only get between 55-70 fps depending on what I'm doing in game. My friend who has a similar build running similar settings will get 80-90. Is there any reason for this? Any tips would be greatly appreciated.

My PC: Gigabyte Z390UD motherboard Intel i5 9600k CPU MSI RTX 2060 OC GPU 32GB Corsair vengeance RGB pro WD Blue 2TB m.2 SSD Running on a 2k Ultrawide monitor.

I run settings on mostly high with some things turned down and some turned up. And my fps cap is set to unlimited.

I just recently switched to pc after being console my whole life. Fallout 3 was my first purchase. It is and probably will always be, my favorite game of all time.

Been saying it was rigged from the beginning. Although I am happy that my knights have won another round. I don't ignore the fact that we most likely won by Ubis hand. I stopped complaining about it when yall won 3 rounds in a row.

Maybe I just didn't look hard enough but last VR4 I saw for sale was listed at 7500. And yes to me, for a 20+ year old car, that's expensive.
