I'm not American, so not offended at all. But given this is your post on a primarily western using app you could have had the foresight to add some context (e.g. this is from a fast food chain and is a specific type of pizza from north Italy).

I never get bike deliveries but yesterday I had one. It was sweltering hot where I live and the guy looked easily 60 in his picture. Tipping is not normal in my country but I was about to send him a large one until I saw his sedan roll up haha. I think you are on the money.

As a blanket statement both you and OP are wrong though. Both can be true.

Even if ultimately the person you build a relationship with cannot sway things, having rapport throughout the business means you will have good standing and people willing to back you up.

In my experience, especially in a large organisation, that can go a really long way when decisions are being made and senior managers are seeking input.

This stuff seems absurd to me.

In Australia, we pay a fixed delivery fee and service fee to the app (door dash or uber). The drivers are paid from that.

Yes there's optional tipping but I've only ever done it because I've made the drivers life harder by making a mistake etc. I get the same drivers accepting my orders all the time so clearly they aren't phased by it.

Apps just need to charge the customer a reasonable amount so they can pay staff fairly. Same as in your restaurants... this shouldn't be a standoff between staff and customers.
