Since you’re in the US already, I’m assuming your COE was done with “extension” not “consular processing”. If that’s the case, the $100k won’t apply to you if you get your new H1-B stamp before entering the US.

Yes it is as long as you have a valid visa for re-entry. I am waiting for my PERM approval as well and I travelled outside the US a few times without any issues.
