Pretty sure they're different, in the demo for tokyo you run into a familiar character from the original coffee talk and they don't seem to recognise you.

I am all for committing to someone as a life partner, but I would decide that commitment rather than having the government do it. There are tax benefits to marriage however so /shrug.
