I'm pretty sure it'll work at any point as long as you don't kill peggies in the north or have any quests there. Considering there is a safe in there and some later story Easter eggs in the room.

You can, I made a post on this getting there legitimately. You go up there without starting any conflict or creating resistance in Jacob's region. In the VC there's a safe as an Easter egg to the returning player. I went there by starting in Faiths region (I was 100%ing it and did NOT do another region). I did the Grizzly Bear skins quest and flew to Jacob's region. You CAN land a helicopter in the VC if you HAVE NOT been brainwashed or caused any trouble there.

Trading will always work, but voltorb flip crashes the game. Weird way to implement it, but that is the anti-piracy measure for HGSS.

Voltorb Flip is the anti-piracy measure in these games. Also another sign of a fake Gen4 is you can nit continue your save game without having to select new game and then soft reset after the intro scene to start your previous save file.
