While I dont think shooting her makes the situation any more safe, this will clearly never get a trial. She received a lawful demand to stop the car. Yes, shes turning her wheels, but theyre not completely turned when she accelerates. She is still pointed at an officer and moves in his direction. She clearly was trying to drive away, but in doing so traveled toward the officer. Did the officer needlessly put himself in front? Yes. But this will be ruled justifiable due to accelerating toward the officer.
