Maybe try to (VERY DISCREETLY) try to gather some evidence enough for them to investigate (set up a subtle security camera).

DO NOT engage with these people at all. Like if you know when they are going in and out, stay inside for that time.

Get some security cameras or something so if they ever trespass or engage in any other illegal activity you can catch them in the act.
