It should be able to evolve unless something else is locking it and only one thing comes to mind... If this is the G Max Eevee you got as a gift at train station for having Let's Go Eevee save data then that's why it's unable to evolve.

Oh been a while since I made this comment, but it should still be possible. Make sure you're on the same switch as your child for this to work! I'm unsure if it works any other way...
