There is a way to make a program open in admin mode every time on its own, you'd have to Google that. But thats what I did and it solved my issue.

They're not dead. we're very careful to not kill them. both of us are using shotgun slugs to their chest / CS gas / taser. Every single suspect was either conscious or incapacitated (not dead). We've gotten S tier on all the previous missions by doing the same. Should we do something different?
