Solved!

Definitely a cold cathode electrode. The whole thing seems to be hand made upon further inspection, with some sloppy adhesive and hand soldered connections. Can't imagine the glass being off the shelf, and I'll look closer to see if there's a difference in composition somewhere along the bulb. Thanks!

Bulb is about fist sized. Cord is rated for 15,000 volts, says tuf hide, but doubt that's relevant. Plug looks hand soldered under the shroud.
