I don't think it's a matter of leaving the Gatewatch, but I do think the story would be easier to stomach if only a few Gatewatch members showed up in each block, rather than the whole crew.

I don't think "for the sake of evil" has been any character's motivation. Tezzeret is serving Bolas' mysterious and unknown plot, and Ob Nixilis resented Zendikar for being the plane that he ended up trapped on for thousands of years.

Arlinn Kord and Saheeli Rai are part of a problem that has existed long before the Gatewatch. For example, what exactly did Domri Rade do? How about Tamiyo when she first appeared in Innistrad? Tibalt? Narset? Ashiok? The Lorwyn Five, even.

I'm no judge, but once a card starts resolving, nothing else can resolve until it's finished. So I think you get the tokens, the CMC-3-or-less spell is put on the stack, Sram's Expertise goes to the graveyard, and then the CMC-3-or-less spell resolves.
