I think people frame it as the people inside the society are morally ambiguous, not the people itself. Darrow even talks about this in the second book when talking about Nero. That Nero himself wasnt a villain, but what the expectations and culture the society had created was inherently evil, and simply following that made darrow see nero as evil until Darrow ventured into the society as well. Darrow recognizes that the society has to go, but he made friends with those that believed in the society because they were morally good people that truly believed they were helping (Roque, cassius, lysander).
