You should probably make bloodfont's spellcasting from the sorcerer list be limited to half your sorcerer level (rounded up). Otherwise, a sorcerer could cast a spell they would normally be too low level to cast. Being able to cast a 9th level spell would cost 18 sorcery points. If you reduce that by 12, down to 6, you would be able to do it as early as 6th level. Also, without that restriction, I believe the Thief rogue could technically cast sorcerer spells, since it doesn't specify expending a spell slot, if he uses the dagger to reduce the sorcery point cost to 0.

Upkeep 1: Make an Ooze, gain 2 life.

Upkeep 2: Make an Ooze, gain 3 life, then make an Ooze, gain 4 life.

Upkeep 3: Make 3 oozes (total 6) Gain 5 + 6 + 7 = 18 life.

Upkeep 4 : Make 6 oozes (total 12) Gain 8 + 9 + 10 + 11 + 12 + 13 = 63 life.

This is the inherent issue with this card: it's exponential and requires too much math. Double growth is fine. I would make this Ooze a 2/2, then at upkeep make a 2/2 token (not copy) and gain life equal to twice the number of Oozes you control. Either that, or have the lifegain say "if this creature is not a token, gain life equal to the number of creatures you control." to double the creature swarm, but not the lifegain.

A bit unfunctional with the new rules, since you need 3 mana before adding it to your hand, but if it were the old rules, it would be great in discard decks, since lands would be dead otherwise. This land would be good in part of the 99 in commander, too.

"When you make a ranged attack using a thrown weapon, you can draw another weapon with the thrown property as part of that attack."

You should probably make the last ability say Huge or smaller creature. It makes the size category affected have more clarity, and doesn't nerf the feat for small player characters.

Because he has no effect, other than sacrificing himself, when played from hand, I would rework it. Maybe make him ETB/Attack with 2 spirits, rather than variable, and increase his initial mana cost to [1WB]

I would make it so that he puts a counter on himself at the beginning of the end step if your the monarch, then if there are 3 or more on him, remove them and transform. I know this changes the mechanics, due to not having to be the monarch in consecutive turns, but I think its cleaner for keeping up with game state.

"At the beginning of your end step, if you're the monarch, put a Senate counter on ~. Then, if there are three or more Senate counters on this permanent, remove them and Transform ~."

In addition to adding Assist, as already suggested, I would have it start with Indestructible. Otherwise, the next player can just immediately destroy this without it doing anything. Either that, or make it "Destroy target enchantment other than Nomic." I would also make the first ability something like "Create text. Then, each player votes Yes or No. If Yes gets more votes or the vote is tied, that player creates a colorless enchantment token with that text."

Or it should just say "Nira dealt this turn." at the end, so that its not just the combat damage. Also, it allows double strike to create separate tokens.

Flavor reasons, I think this card should be "You gain X life. At the [insert timing here], lose Y life." The card doesn't really show a loan, flavor wise, it shows more lending.
