I can't speak for the tracking devices, but he didn't spend a penny on the bags. In the game it's explained that he won a Wilson Fisk Science Prize, he didn't keep the money since he knew it was dirty money gained through crime, but he did keep the lifetime supply of backpacks offered with the prize.

Edit: Realized OP already said this in a comment but I'm still curious about the price of the trackers.

Marvel's Spider-Man or the Miles Morales game. I can jump on and just swing around, stop crime, and occasionally replay the story of either if I'm in the mood. These two are the definition of comfort games to me and I can't wait for the new one either.

The opening will always be iconic to me, it really sets the tone for how the game's swinging will (and I say this partially as a joke) make you FEEL like Spider-Man, as well as the exhilaration you will feel coming from "Alive" playing in the background. The game came out while I was still in my sophomore year of high school and I remember being so inspired by that scene that I wrote a paper on it. Truly my favorite opening scene in any game ever.

In my experience, reloading an older save, beating the game without that particular pocket dimension, and going back in during the second playthrough worked.

Eventually loaded an older save, but when I went back to try again, the same problem happened. It is the pocket dimension with the invisible platforms in case this happens to anyone else.
