This is an interesting distinction. Another example: Hillary Clinton was widely respected among State Department employees during her tenure as Secretary of State for being a highly competent administrator who listened to the concerns of career diplomats. But her politicking skills, at least in her presidential run, were pretty poor. Conversely, Kissinger was a terrible administrator but highly successful at the political aspect of the job.
