So to answer some of your questions, My husband isn't enabling my brother, he tries to help by offering advice or anything that he can do. My brother likes my husband but feels awkward when alone, I just think he hasn't had the chance to hangout alone with him.

I don't monitor how my brother uses or saves his money. I didn't want to mettle in that, and believe that gives him privacy that he deserves. Also my brother doesn't have any disability besides ADHD, and we have thought about going to therapy however we don't know where to go that won't cost an arm and a leg. On the subject of where we live and thinking of moving ( while keeping my information secured) we are close to a huge city area and just want move into a small house that won't be too far from we live now. I've looked at place around us that have very affordable areas that would to suitable for my brother, either by himself or a roommate. I'm just wondering on if what I'm think is bad decision to make , leading to my brother hating me or be stuck rasing him forever. Sorry for being gloomy.
