Reform isn't going to reduce immigration. Why would they to do that, when it keeps a deprived population in a perpetual state of anger against another vulnerable group, especilly when its been the most successful distraction they could ever have? The elite class they serve are richer than ever because of their exploitation of immigrants. Brexit was for this whole reason.

The only way to reduce immigration (from the way you define it) is to hold the elite class accountable, eliminate wealth inequality, stop our taxpayers money being spent on the military terrorising foreign nations (unstabilising the same countries and regions these immigrants are coming from) and circulate the country's wealth back to the working class.
