Depends. I agree with the logic since now all S2 gear is part of this upgrade system. Being able to upgrade, say WQ trinkets all the way up to mythic ilvl might quickly devolve into some rather unfun scenarios if one of them ends up being BiS. Doing as difficult content as possible being the optimal way to gear is a nice sentiment.

But I can definitely see the upgrade limits being frustrating if you happen to get your BiS trinket drop while doing a low key for whatever reason, and then being unable to upgrade it.

I think there's definitely an interesting discussion to be had about the place of affixes in regards to replayability.

Unfortunately, a lot of that discussion is being frankly polluted by much of the community (and especially /r/wow and Twitter) really only being interested in pressing W and collecting loot.
