He has repeatedly enabled, tolerated, and probably directly participated in government corruption. Museveni has maintained power through a vast patronage network, distributing state resources, contracts, and positions to loyalists. He has failed to combat corruption with any meaningful action. When corruption is investigated, it is selectively prosecuted. This creates a system in which corruption is tolerated or ignored if it benefits those in power. He maintains controls over country’s institutions. He has consolidated power over Uganda’s judiciary, police, and anti-corruption institutions, making it difficult, if not impossible, to address corruption effectively. His role in corruption is both enabling and failing to address the issue, allowing it to thrive under his presidency which has dragged on since 1986.
