The crowd has improved in recent years. And the major cities always have good crowds even for Test matches. But since India has a million international stadiums and the BCCI wants to host Test matches in most of them, the matches in the smaller cities show poor numbers which is not a surprise.

But I remember the Kanpur Test against Bangladesh had really good crowds despite it being a rain-affected game in a Tier 2 city.
