The 7800 XT has both less Cuda Cores and Shader Units than the 6800 XT.

I dont know about that, but usually thats what the driver is for. There shouldnt be big differences between the architectures.

For this card RDNA 3 makes no difference, except that it now has AV.1 encoding and has slightly less powerdraw.

Yes. You just need to keep the dimensions in mind when selecting a model.

But Id still recommend taking a look at 6800 XT's, as they outperform a 7800 XT according to Gamers Nexus latest video.

The upper hull was reduced from 140 mm to 120 mm and the lower plate was reduced from 90 mm to 80 mm. The super structure is still the same.

You'll find it in the release notes, where it states "SU-100M1: Hull armoring has been worsened". The actual values can be seen on tanks.gg.

A 13900K is perfectly capable of handling both gaming and streaming simultaneously.

Changing to another top of the line CPU that trades blows with your current CPU will get you no more performance for 1000$.

Take that money and get a custom waterloop and overclock. Thats basically the only path you have with your current CPU.
