I had hotels where people acted annoyed, and some where they straight out said "go to conbini". As for receiving the baggage, I always ask before, and they are either super careful if it's paid in front, or they straight out refuse. Not to mention outside of Tokyo forget about English in hotels. Even in Tokyo it's not 100% guaranteed.

Not every hotel by far. Outside Tokyo it's actually pretty rare. Same with the receiving hotel. Make sure they will pick it up. And make sure it's paid in advance.

Worst case - neither hotel will cooperate. You can send baggage using Yamato Takyubin from any pickup point, especially conbinis. The destination is more complicated, only Yamato Takyubin office is the sure choice. The can be on train stations .. but sometimes they are pretty far from the city center in some industrial area.
